customer should not receive email Invalid IP Request ReferenceID

Hi customer should not get ''Invalid IP Request ReferenceID '' email when api ip is blocked as it has nothing to do with customer, its the admin issue that FUSION should wait and as soon as the API is back online order should go into process automatically, similarly if balance is finished on API customer shouldn't receive email saying error no balance, as again its not customer problem if my API balance is not enough, however i should get notification to top up my account and when balance is there the order should go into process automatically. I hope this makes sense? thank you
