checkout as guest never active as normal user

once checkout as Guest user is activated/converted to normal USER, that user NEVER gets any email when password reset is done or anything else, no ORDER email is sent out, under user profile, MAIL section is ALWAYS shown BLANK, no record of any emails, its a complete mess. Please check and fix thoroughly, reported already few times via emails as well. thank you
